I do not ever want to be charged outside of my plan inclusions - is this possible?

Yes!
By default, automatic bolt-ons are switched on to ensure continuity of service, however, the automatic bolt-ons can be disabled!
Disable bolt-ons + set your excess usage to $0. This means there will be no extra charges on your service, in any circumstances, outside of your plan inclusions.
However, it also means that your service may not function in situations that require excess spending such as dialling internationally, when your included data has been exhausted or when international roaming.
